Position Overview:

The Construction Engineer (Journeyman) will support the AFCEC's mission by performing a broad range technical review and advisory/assistance for AFCEC design and construction projects across the Air Force. The Air Force Civil Engineering Center (AFCEC) is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC’s missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition, and program management. The unit conducts its operations at more than 75 locations worldwide.  Must be a US citizen. 

 

Required Experience and knowledge:

  • 5-10 years' experience in military construction.
  • Must possess strong understanding and working knowledge of U.S. Army Corps of Engineers (USACE), DoD and AF policies, processes, and procedures as military; Knowledge and familiarity with related fields of work such as architectural, mechanical, structural, environmental, and electrical engineering sufficient to manage a multi-disciplined
  • At least 5 years of relevant civil facility design/project management experience most of which must be in pavements (airfield, roads, parking)
  • 5-7 years of experience in Air Force or Department of Defense facility and infrastructure construction project management.  
  • Must possess strong understanding and working knowledge of Air Force Civil Engineer operational mission support and military design and construction program requirements.
  • Must possess strong organizational and project management skills including demonstrated skills in design and construction project scope, financial, schedule, quality,
  • and risk management
  • Strong understanding and working knowledge of the government procurement policies, process and procedures related to federal (non-A&AS) Architect/Engineer (A/E) design, A/E services and construction contracts.
  • Read and understand CAD drawings, old blueprints, and facility/project specifications.
  • Knowledge and skilled in Microsoft Suite including Excel, PowerPoint, Word, and Outlook is required.
  • Must successfully pass a federal background check and drug screen as a condition of employment.

Required Education:

  • Bachelor's Degree in Civil Engineering 

Responsibilities include, but not limited to:

  • Responsible for performing quality assurance & review of A/E and construction contractor technical work products including assessments for compliance with applicable codes and design criteria.
  • Responsible for identifying and solving engineering challenges that arise during projects which may involve proposing alternative solutions, conducting feasibility studies, and implementation of innovative approaches to optimize project outcomes.
  • Excellent critical thinking, multi-tasking, and communication skills; both oral and written.
  • Proactively communicates with agent and stakeholders to identify project issues, propose solutions, discuss technical requirements, provide detailed analysis, and document results.
  • Develops client-ready written documents (e.g., email ready to send, bullet background paper, summary of findings, root cause analysis, etc.).
  • Independent assessment of project risk during design and construction based on earned value management, critical path schedule achievement, compliance with required construction management submittals, and other risk indicators
  • Perform other assigned job-related duties.
